** のに is a tricky thing to translate because it means different things depending on the context, but in this case it's used to express wistfulness. Like, for example 「晴れて良かったのに」 "it's so sunny out, and yet... (I can't go outside)" or "despite it being so nice out... (I can't go outside and enjoy it)". The speaker does not mention actually wanting to go outside, but uses のに to express their feelings.
